Should NAFF As an Organization Comment on the Trout Management Plan Options?

The NAFF board is planning to provide a comments to the AGFC about the Trout Managment Plan options. These comments will come from NAFF as an organization. Should NAFF do this? What should we say? See the pertinent information at:

I think that the NAFF should provide comments on the Trout Management Plan. As a group we represent a large number of users and our opinions should be heard.
